MOBILE HOME RENT CAPS

Below was my original post from late last year. It has taken longer than I would have liked, but good things take time. We are tentatively scheduled for August 20th to hear the updates to our ordinance and hopefully get it passed and help thousands of our residents!

At my request, we've initiated a full review of our mobile home ordinances. Specifically, I want to amend items such as:

- Annual rent increase caps

- Protect residents from predatory or retaliatory behaviors

- Require majority of tenant's approval for capital improvements that get passed on to tenant's rent

- Review process for utility bills to increase transparency and accountability

I've been working closely with the community and regional advocacy groups to better protect our residents. This would only apply to mobile home parks. This will be coming back to council very soon.

Rustic Lane Elementary Modernization is underway.

Here's a high level scope of work:

-Permanent Replacements: Phasing out old portable buildings for new, permanent classroom blocks.

-New Amenities: Construction of a brand-new music room and a dedicated campus library.

-Safety & Upgrades: Campus-wide restroom overhauls, high-grade security fencing, perimeter cameras, and updated parking spaces.

-Path of Travel: Modifications to structural layouts to guarantee better accessibility compliance.

Great work by JUSD staff and board on the planning and execution of this project that when finished, will better serve our community.

The District at Jurupa Valley Groundbreaking

The District is now officially under construction! It seems like only yesterday, really a few years now, where we approved the project 3-1. Looking forward to seeing the full build out which will include a massive shopping center, hotels, parks, housing, job centers, and more including sit down restaurants . Here is a high level summary:

This project will bring a well planned and balanced mixed use project to the community of Rubidoux. The District will create walkable communities with an extensive trail system, parks, retail, restaurants, industrial, hotels, and more. The following are just a few benefits in an unprecedented package of community benefits and infrastructure investments:

- 7000+ one-time jobs during construction of the project

- 2700 permanent jobs after project completion

- $15 million in one-time community benefits for various programs and projects

- $13 million for fire protection, affordable housing, infrastructure, and more

- $14 million for TUMF that can be invested into the SR60 and Rubidoux interchange

- $7 million for Jurupa Unified School District

- $15 million for Rubidoux Community Services District for investments in water services, sewer improvements, fire protection, and more

- $1.5 million for the construction of a homeless services building

- Parcel tax that increases each year in perpetuity on industrial uses

- Public safety CFD that will fund additional police officers and fire

- Over 11 acres of parks and open space

- Either 7% minimum of all the housing must be affordable or pay an in lieu fee of over $2.5 million into our land trust to fund affordable housing elsewhere in our city

These are just some of the highlights. There are many more. We have more large projects coming before us soon as we continue to move Jurupa Valley forward and provide the investment and amenities our residents need and deserve!

As a long-time resident, former Mayor, and current Councilmember, my commitment to Jurupa Valley is unwavering. Strong schools attract families, boost our local economy, and unite our communities. Our schools thrive when our community thrives.

Over eight years on the City Council, I led efforts to bring the Inland Empire Technical Trade Center (IETTC) and a vocational nursing school to Jurupa Valley. My focus as a Board Member will be to establish direct, seamless pathways for JUSD students into these high-paying, local career programs.

With my wife as a JUSD teacher and our daughters in local schools, I am deeply invested in our district's success. I will leverage my experience as a Councilmember and RCSD Director to ensure fiscal responsibility and academic excellence, fostering a brighter future for our youth.

The new Crunch Fitness is slated to open this September with Sprouts expected to open in November!

Capital Improvements

Pacific Phase 2 UPDATE

It has taken longer than I would have liked, but good things tend to take some time. Pacific Phase 2 is finally going out for RFP. Once that process is complete and the contract is awarded, construction will get scheduled and start!

This project will rehabilitate Pacific from 42nd to Limonite, including adding sidewalks and curb and gutter. Many parents and/or board members of either Jurupa Steelers or Jurupa Valley Little League, many who are my friends, have voiced their concerns regarding the safety of that stretch of Pacific as both use it for practice and games. I'm glad to finally bring these safety improvements to all users of the park and students who walk to Pacific Elementary or Rubidoux High School. This project is estimated to cost between $1.5-$2 million.

SoCalGas Construction Alert in Jurupa Valley

Starting June 10, 2025, SoCalGas will begin construction of a pipeline enhancement project in the Mira Loma community of Jurupa Valley.

Duration: Approx. 2–3 months (weather permitting)

Work Hours: Mon–Fri, 9:00 a.m. – 3:00 p.m. (with possible extended hours)

Location: Limonite Ave & Etiwanda Ave

Traffic Impacts:

Expect traffic signage, flaggers, no parking zones, lane closures, and detours.

A controlled release of natural gas may be required for safety. No service interruptions are expected. For concerns, call 1-800-427-2200.

JCSD has begun work on sewer repair and replacement project on Pyrite/SR60. Work on their project is estimated to go through February 2026.

Rubidoux Blvd Lane Closures Alert

Edison is working on replacing their power poles along Rubidoux Blvd. Work is expected to continue intermittently over the course of the next few weeks. Expect partial lane closures and plan ahead for potential delays.

Road Work Alert – Market Street

Starting Monday, July 14, 2025, construction begins on the Market Street Widening Project in Jurupa Valley.

Location: Market Street between Agua Mansa & Via Cerro

Hours: 7:00 a.m. – 4:00 p.m. daily

Duration: Approximately 4 months

Expect delays and plan alternate routes if possible. Traffic signage will be in place to help guide drivers safely through the work zone.

Mission Bridge Replacement

The County of Riverside, in cooperation with the Cities of Riverside and Jurupa Valley, proposes to replace the existing Mission Boulevard Bridge over the Santa Ana River. The proposed project will accommodate two 12-foot lanes, two 14-foot lanes, two 8-foot shoulders, and a 4-foot median. A 12- foot multipurpose trail with barrier separation from vehicular traffic will be located along the south side of the bridge in lieu of standard sidewalks on each side.

The new bridge will be approximately 88 feet wide and 1,100 feet long. The replacement bridge profile will be raised slightly to accommodate current standards for the roadway design. At mid-span, the profile will be approximately 4 to 6 feet higher than the existing bridge. Learn more about the project.

Market Bridge Replacement

The County of Riverside, in cooperation with the Cities of Riverside and Jurupa Valley, proposes to replace the existing Market Street Bridge over the Santa Ana River. A new 4-lane bridge will be provided to enhance public safety and traffic circulation in the area. The work will include reconstructing approach roadways, providing necessary channel improvements, and a multi-purpose trail connecting to the existing and proposed regional trails. The new bridge will be approximately 88 feet wide and 1,200 feet long. Learn more about the project.

District 5 will have two communities in the 25/26 slurry seal project. See below for the maps for the specific areas and streets.

View our most recent public meeting where we question the County, the lead agency on this project. I specifically call out their track record on projects such as the Hamner Bridge, Jurupa Grade Separation, and others. I will be following up with staff to meet with our country partners to better understand why they are always over budget and over schedule.
