The Planning Commission approved the recommendation to the City Council (1) certify the Draft Environmental Impact Report (EIR) and Mitigation Monitoring and Report Program; (2) approve Change of Zone No. 20001; (3) approve Conditional Use Permit No. 20001 for the gas station and convenience store; (4) issue Determinations for Public Convenience or Necessity Nos. PCN21001 (grocery store) and 21002 (gas station with convenience store); (5) approve Tentative Parcel Map No. 37890; (6) approve Site Development Permit No. 20018; and (7) approve Variance 21001 for an increase to the height and sign area, and the number of signs, to allow the construction of an approximate 231,100 square-foot commercial shopping center to be located at the northeast corner of Mission Blvd. and Pyrite St. on approximately 32-acres.

PROJECT DESCRIPTION

The Shops at Jurupa Valley (hereafter, the “Project”) is a proposed commercial shopping center located on a 32-acre parcel and consisting of approximately 231,100 square feet of commercial, retail, restaurants (sit down and drive-thru), an office building, a fitness center/retail and associated alcohol sales for off-site consumption for two businesses. The Project includes ground level parking, landscaping, outdoor eating areas, signage, internal paving and walkways, retaining walls, and access to the adjacent parcel to the northeast. The Project site is comprised of 20 buildings, 20 commercial parcels, and one parcel owned by the Riverside County Flood Control and Water Conservation District (RCFCWCD).

This will come before Council in the coming weeks for final review, discussion and vote. I will be sure to share when this project comes before us for public comment. At this time, it appears that the grocery store will be Aldi. You can view the full report here:

Vernola Ranch Housing Proposal:

BACKGROUND

DEVELOPMENT UPDATE: As many of you may already know, the RTRP (https://www.jurupavalley.org/.../Riverside-Transmission...) was required to be undergrounded in Jurupa Valley by the CPUC last year with Councilmember Berkson, Planning Commissioner Penny Newman, and myself attending hearings and meeting directly with CPUC staff and commissioners. This was an effort that spanned a decade and gained steam the last few years leading up to the CPUC decision where we garnered support from our local, state, and federal legislators. With the RTRP now required to be underground, we are moving forward with developing the swath of land between Limonite and Landon along the I15 corridor. Here is the first pre-application:

Vernola Ranch. A Pre-application was submitted to move forward on a major proposal to construct a new residential community of approximately 1,576 single- and multi-family homes on 153 acres of vacant land between the I-15 freeway and Pat’s Ranch Road, south of Bellegrave Avenue. The project proposes residential densities ranging from 2 du/acre up to 25 du/acre with dwelling units consisting of apartments, townhomes, cluster homes, and detached single-family homes. The Project site includes a school site, a 2.2 acre recreation center and 13.7 acres of basins, traffic calming roundabouts, roadways, and open space. The project will require the approval of a Specific Plan Amendment and Change of Zone in order to accommodate the proposed land uses. The table below outlines the proposed unit types and the figure below shows a preliminary site plan.

We began work with the owners months ago to start developing plans for the 36+/- acres of commercial/retail as well and will provide updates as they become available. The land between Bellegrave and Landon is also in current discussion and will also have updates shared as they become available.

community service

We held our third Community Cleanup of the year on June 19, 2021 and was extremely successful!!! It was great to see so many of our residents. We focused on areas in District 2 which included Cantu Galleano, Ben Nevis, and more. Our next one is tentatively schedule for August. #EarthDay

Mission Rehabilitation Phase 1 construction contract was approved and work has started and comes at a cost of close to $2 million. As a reminder, this will rehabilitate Mission between Valley Way and Pyrite with some additional features.

Mission Boulevard Pavement Rehabilitation – Ph. 1

The City proposes to improve Mission Boulevard between Pyrite Street and Valley Way. The project consists of the grinding of the existing pavement surface, construction of a fiber reinforced leveling course and fiber reinforced ARHM overlay, construction of a pedestrian refuge area in the center island at Valley Way, traffic signal modifications at the Valley Way intersection, and re-striping through the project limits including new left turn pockets at Tyrolite Street, Sikh Temple Way and the private driveway west of Valley Way. JURUPA ROAD GRADE SEPARATION UPDATE:

Construction of the Jurupa Rd Grade Separation has started and will go through June of 2023. New roads are being built to connect to Van Buren as alternate routes and improvements are being made to the intersection of Galena/Rutile and Van Buren including a traffic signal at Pedley and Jurupa. #jurupavalley #infrastructure

Congratulations to Grace Covey, Katy Rayner, Unieque Solis, and Anisa Rodriguez. All four girls are Jurupa AYSO 462 alumnus who were awarded placement on the 2020/21 CIF Southern Section All CIF Team. This is an amazing accomplishment. AYSO is typically considered a recreational league. However, AYSO provides so many programs and outlets of opportunity from Core, Select, Extra, and Club. These girls are proof that great soccer can be developed at the Regional level and expanded upon. We as a Region are very proud of them for their accomplishments. They are great role models for those who are following in their footsteps. All four young ladies plan on taking it to next level competing in collegiate soccer. We wish you all the best! We had an outstanding turnout for our Re-Grand Opening of our #JurupaValley Senior Center! As you may know, we assumed ownership of the Senior Center during the pandemic and partnered with #JARPD to manage the day to day operations. We look forward to the center realizing its full potential by offering a multitude of services for our senior citizens! Thank you to Assemblymember Sabrina Cervantes and Senator Roth for their support and recognition of the valuable services a senior center provides for its community. #seniorcenter #senioractivities

As this week of re-opening continues, #JARPD held their ribbon cutting ceremony for the Skyview Event Center this morning! The JARPD past and present Board of Directors including GM Colby and his team have done an outstanding job bringing this project to fruition and will be a major asset for the residents of #JurupaValley. A huge thank you to Assemblymember Sabrina Cervantes for securing the vital funding that made this project possible!!!
