VALLARTA IS COMING TO JURUPA VALLEY!!!
Our city's first Vallarta Supermarket officially broke ground today at the Van Buren Marketplace. This latest addition to our community is at Van Buren and Rutile. Some of the tenants are Vallarta, Dental Dreams, WSS, Starbucks ( the city doesn't choose the tenants), a locally owned restaurant to be named later, and more.

RTRP CONSTRUCTION IS NOW UNDERWAY
The RTRP is officially now under construction. Years of legal battles, delays, designs, and re-design, we can now see the work that has started on Bellegrave and 68th with Pats Ranch and Limonite coming soon. As the project progresses, Pats Ranch will close from Bellegrave to Limonite for an extended amount of time. See the links below for background on the project and high-level timeline.

EMERGENCY PREPAREDNESS LEGISLATION
I'm crafting new city legislation that will require multifamily housing to have emergency preparedness in their facilties. This would include safety measures like backup power sources for elevators, hallway lighting, sound alarms, and anything else that would help residents get out safely in the event of an emergency. JURUPA COMMUNITY CENTER GRAND RE-OPENING
Congratulations to the JARPD board an staff on their re-grand opening of the Jurupa Community Center! The newly renovated center will be a tremendous resource for our community now, and for years to come.
UMPERMITTED MOBILE VENDOR ENFORCEMENT PROGRAM
We recently held a study session on mobile vending. In the past few years, we've expanded code enforcement to better manage quality of life issues and have continued the work in response to residents' concerns. The next phase will do the following:
- Create a new 2 CE team that will operate on evenings and weekends
- Add a new dedicated Sheriff deputy
- Create an incremental education and enforcement plan
- Impound equipment
- Installation of preventative measures at various locations
The base ordinance, which provides a path to gain permits and lays out enforcement, is largely in tact from before 2016 with very few changes. During my time on council, there have been little to no unpermitted vendors in District 5. Other districts have a different situation which require this main change in the enforcement program that we can now afford due to new development that is generating revenue to fund these types of programs.
I'm also working on measures to address noise complaints and more through this new team that will be working evenings and weekends.

SPROUTS IS SLATED TO COME TO JURUPA VALLEY
I am excited to announce that the proposed tenants for the Jurupa Theater are Crunch Gym and Sprouts! We have received the entitlement applications. This property is already zoned commercial/retail, which means it does not require any council approvals.

Pacific Phase 2 UPDATE
It has taken longer than I would have liked, but good things tend to take some time. Pacific Phase 2 is finally going out for RFP. Once that process is complete and the contract is awarded, construction will get scheduled and start!
This project will rehabilitate Pacific from 42nd to Limonite, including adding sidewalks and curb and gutter. Many parents and/or board members of either Jurupa Steelers or Jurupa Valley Little League, many who are my friends, have voiced their concerns regarding the safety of that stretch of Pacific as both use it for practice and games. I'm glad to finally bring these safety improvements to all users of the park and students who walk to Pacific Elementary or Rubidoux High School. This project is estimated to cost between $1.5-$2 million.

SoCalGas Construction Alert in Jurupa Valley
Starting June 10, 2025, SoCalGas will begin construction of a pipeline enhancement project in the Mira Loma community of Jurupa Valley.
Duration: Approx. 2–3 months (weather permitting)
Work Hours: Mon–Fri, 9:00 a.m. – 3:00 p.m. (with possible extended hours)
Location: Limonite Ave & Etiwanda Ave
Traffic Impacts:
Expect traffic signage, flaggers, no parking zones, lane closures, and detours.
A controlled release of natural gas may be required for safety. No service interruptions are expected. For concerns, call 1-800-427-2200.

Rubidoux Blvd Lane Closures Alert
Edison is working on replacing their power poles along Rubidoux Blvd. Work is expected to continue intermittently over the course of the next few weeks. Expect partial lane closures and plan ahead for potential delays.

Mission Bridge Replacement
The County of Riverside, in cooperation with the Cities of Riverside and Jurupa Valley, proposes to replace the existing Mission Boulevard Bridge over the Santa Ana River. The proposed project will accommodate two 12-foot lanes, two 14-foot lanes, two 8-foot shoulders, and a 4-foot median. A 12- foot multipurpose trail with barrier separation from vehicular traffic will be located along the south side of the bridge in lieu of standard sidewalks on each side.
The new bridge will be approximately 88 feet wide and 1,100 feet long. The replacement bridge profile will be raised slightly to accommodate current standards for the roadway design. At mid-span, the profile will be approximately 4 to 6 feet higher than the existing bridge. Learn more about the project.
Market Bridge Replacement
The County of Riverside, in cooperation with the Cities of Riverside and Jurupa Valley, proposes to replace the existing Market Street Bridge over the Santa Ana River. A new 4-lane bridge will be provided to enhance public safety and traffic circulation in the area. The work will include reconstructing approach roadways, providing necessary channel improvements, and a multi-purpose trail connecting to the existing and proposed regional trails. The new bridge will be approximately 88 feet wide and 1,200 feet long. Learn more about the project.

District 5 will have two communities in the 25/26 slurry seal project. See below for the maps for the specific areas and streets.
JURUPA ROAD GRADE SEPARATION UPDATE:
View our most recent public meeting where we question the County, the lead agency on this project. I specifically call out their track record on projects such as the Hamner Bridge, Jurupa Grade Separation, and others. I will be following up with staff to meet with our country partners to better understand why they are always over budget and over schedule.

I had the pleasure of attending the FSA naming ceremony for the Mission Villas to the Paul Jensen Mission Villas. Mr. Jensen's contributions to our community as a JUSD educator and administrator and his amazing work as a member of the FSA board, will have lasting positive impacts.
I'm happy to share that through the outstanding work of our staff, we were able to secure funding for 3 more SR2S (Safe Routes to School) projects. Every cycle, we submit projects in a highly competitive grant process with every city in the state vying for a small number of potential grants. We now have 5 SR2S projects approved with two of them close to the start of construction. These projects will install sidewalks, flashing beacons, enhanced crosswalks, bike lanes, and more. These projects combined total over $10 million. Project sites are:
- Pacific Ave (Mission to 42nd)
- Sunnyslope Elementary
- Jurupa Middle (Agate)
- Granite Hill & Mission Bell Elementary
- Mira Loma Middle & Van Buren Elementary
